The goal is to encourage users to use better medication and supplies for safer drug use. Rhode Island has authorized a two-year trial period that Project Weber will lead.<\/p>\n\n\n\n<p>Epidemiologist Brandon Marshall said, \u201cSo much of the history of the drug war in the U.S. is pushing people into the shadows, criminalizing their drug use. These facilities do the opposite.
